The United Kingdom and the United States have concluded a key bilateral deal that will maintain no import taxes on British medicine products being sold in the US market.

The Terms of the Pact

As part of the deal, the UK has committed to raise funding on medicines through the NHS. This move guarantees that tariffs on these vital exports will remain at zero for a timeframe of three years.

This agreement is in response to previous statements to dramatically increase duties on branded pharmaceutical products, with potential rates floated as high as one hundred percent.

"This agreement with the United Kingdom reinforces the global environment for cutting-edge drugs and establishes much-needed fairness to U.S.–U.K. drug exports," an announcement said.

Trade Significance

Medicines represent one of the the United Kingdom's most significant goods shipped to the United States, which is clearly the primary buyer for leading UK drugmakers.

Trade data indicate that in the 12 months to the end of the third quarter, the UK shipped medicines worth £11.1bn to the US. This amount made up nearly one-fifth of total UK exports in that timeframe.

"This guarantee protects employment, boosts funding and paves the way for the UK to emerge as a international leader for life sciences," a minister remarked.

Specific British Pledges

The agreement involves several specific changes from the United Kingdom:

  • Price Threshold Increase: The UK will lift the price threshold at which it considers new medicines to be unaffordable by 25%.
  • Increased NHS Spending: There is a goal to increase total public funding on treatments from 0.3 percent of GDP to 0.6% over the next decade.
  • Rebate Cap: The percentage drug companies must refund to the NHS to stay within budget will be limited at fifteen percent. Previously, refunds topped twenty percent.

Recent Tensions

This agreement takes place against a protracted row between the drug companies and the ministers over drug pricing and regulatory access.

The disagreement were exacerbated by arguments that US customers were charged several times more for the identical medicines than patients in the other developed nations.

Over the last 18 months, several major manufacturing plans in the UK have been delayed or cancelled, while multi-billion-dollar investments have been directed toward American operations.

The Science Minister acknowledged that the NHS needed to increase expenditure on treatments, noting that its budget allocation on drugs had decreased as a percentage of its resources over the past decade.
